Job Summary Join the mission-driven team in Environmental Health and help protect public health in the use and consumption of water.
As a District Engineer, you will assist in the performance of program responsibilities in the Drinking Water Protection Section related to the Safe Drinking Water Act (SDWA) and the Drinking Water Revolving Fund (DWRF) loan program.
These program responsibilities assure the adequate operations and treatment of public water supplies in order to promote and protect the health of consumers.
Responsibilities include: • Conduct sanitary surveys of community water supplies, applying sound engineering principles.
• Conduct inspections and bacteriological investigations of community water supplies • Collect water samples as required.
• Review plans and specifications of drinking water projects and make appropriate recommendations.
• Assist with providing engineering and construction oversight of projects.
• Examine the environmental reviews of public water supply improvement projects.
• Respond to consumer complaints regarding water quality, suspected waterborne illness, low pressure, etc.
**This position is being posted at both the Engineering Specialist Senior and Engineer Senior level.
The level at which the position is filled will be based on the top candidate's qualifications.
** The location for this position is Fergus Falls, MN.
The work will combine field work and partial telework.
Qualifications Minimum Qualifications Engineer Specialist Senior: Five years of experience applying engineer principals for a health protection program.
Examples of this include: Conducting sanitary surveys of community water supplies.
Collecting water samples to identify contamination.
Conducting investigations of community water supplies.
Applying engineering practices and principals in reviewing plans and specifications of projects.
A Bachelor's Degree in Civil, Environmental/Sanitary, Chemical, or Mechanical Engineering, or related engineering field may substitute as one (1) year of professional experience described above; A master's degree Civil, Environmental/Sanitary, Chemical, or Mechanical Engineering, or related engineering field may substitute as eighteen (18) months of professional experience; A Doctorate degree in Civil, Environmental/Sanitary, Chemical, or Mechanical Engineering, or related engineering field may substitute for two years of experience.
Engineer Senior: Two years of experience applying engineer principals for a health protection program.
Examples of this include: Assisting with providing engineering and construction oversight of projects.

Additional minimum qualifications to be assessed during an interview for Engineer Specialist Senior and Engineer Senior: Human relations skills to achieve effective working relationships within the agency and externally.
Experience communicating technical engineering information, orally and written, interpreting engineering data and information.
Public water system engineering knowledge including operation, construction and design, and rules, requirements, and application of the Safe Drinking Water Act.
Preferred Qualifications Bachelor's Degree in Civil, Environmental/Sanitary, Chemical, or Mechanical Engineering, or related engineering field.
Knowledge of common engineering practices, methods, and procedures in technical engineering work.
Experience using equipment and materials in modern engineering operations.
Ability to recognize transmission risks in public health work involving waterborne diseases.
Experience effectively prioritizing workloads and meeting essential timelines for assigned project completion.
Experience reading documents, maps, gauges, equipment manuals, with computer use sufficient to operate computer/software and produce reports.
Familiarity with state drinking water programs, policies and state and federal regulations.
Experience in drinking water engineering and various SDWA compliance activities.
Physical Requirements Move over even/uneven or sloping ground for significant periods of time, including on snow covered ground, for up to a mile.
Transport as much as 50 pounds of equipment or samples and frequently shift from ground to waist height and from waist to shoulder height.
Work outdoors in all seasons with inside/outside exposure to weather extremes.
Perform gross and fine motor tasks, sometimes with unprotected fingers and hands, in varying indoor/outdoor temperature.
Work in small, confined spaces Work in loud environments for short periods of time Additional Requirements This position requires successful completion of a reference and background check.
This position does not require a valid driver’s license, but it demands travel, which the candidate will be responsible for meeting.
