*SUMMARY:* Under direction of the County Assessor, the Assessor Technician 1 is responsible to perform general administrative and technical support to the County Assessor and the staff Appraiser(s).
This includes, but is not limited to, answering department phones, emails and customer inquiries; assisting taxpayers with completing forms and scheduling inspection appointments.
*ESSENTIAL DUTIES AND RESPONSIBILITIES:* * Effective communication, customer service skills, time management, and attention to detail required.
* Inputs and maintains data in the AS400 CPT tax system; including ownership transfers, classification, and homestead linkages.
Computer Aided Mass Appraisal (CAMA) system, Apex sketch and DocuPro Record Program.
* Advanced knowledge of Microsoft Suite programs with most emphasis on Excel.
* Processes documents submitted by other departments and the public to determine their impact on ownership, classifications and/or programs.
* Works with surrounding counties to exchange cross-county valuations and classifications.
* Mail homestead applications to property owners and maintain duplicate homestead reports.
* Map out legal descriptions or parcels and property splits with GIS mapping.
* Mail, track and maintain applications for multiple state tax programs.
* Ability to read, use and analyze property legal descriptions, surveys, GIS maps and blueprints.
* Coordinate, mail merge, prepare and distribute mass mailings.
* Prepares Certificate of Real Estate Value (CRV) for reporting to the Department of Revenue, records sales in tax system and on field cards.
* Scans and indexes various documents and reports for retention and archiving purposes.
* Ability to use various office equipment, including typing, copying, faxing, telephone, and calculator.
* Travel and attend professional classes and conferences as appropriate.
* Assists in reviewing and updating property records including property transfers or changes.
* Other duties as required and assigned.
*MINIMUM REQUIREMENTS/QUALIFICATIONS:* * Mathematical skills required.
* Ability to read legal descriptions desired.
* Minimum two years of post-secondary education and/or relevant training.
* Excellent computer skills with proficiency in Microsoft Office (advanced Excel ability) and the ability to learn GIS, APEX sketching, AS400, CAMA tax program and DocuPro record retention software.
* Must maintain license that satisfies the Minnesota State Board of Assessor guidelines throughout duration of position tenure.
* Ability to obtain the Certified Minnesota Assessor (CMA) licensure, if desired.
* Adhere to the Minnesota State Board of Assessors Code of Conduct and Ethics for Licensed Minnesota Assessors in the performance of their duties.
* Valid Driver’s License and insurance required.
*PHYSICAL DEMANDS:* * Work is performed in a climate-controlled office environment and is sedentary in nature.
* A portion of work may be performed outside in the field with potential exposure to environmental factors such as inclement weather, allergens and animals.
* Individual may encounter emotional strain or tension especially when dealing with upset customers.
* Requires the ability to operate standard office equipment and keyboards.
* Frequently required to stand, sit, computer data entry, walk and talk or hear-both in person and via telephone; for unspecified amounts of time.
* Occasionally required to stoop, kneel, bend, crouch, crawl, use hands to finger or feel objects, tools or control, reach with hand and arms, climb ladders.
* Specific vision abilities required include prolonged close vision, distance vision, depth perception, color vision, the ability to adjust focus and reading maps.
* There is intermittent exposure to driving in inclement weather.
* Occasional lifting and/or moving 25 lbs.
*HOURS OF WORK:* * This is a full-time county position, working 35 hours per week typically during normal business hours from 8:30am-4:30pm, Monday thru Friday.
* Occasional overnight travel may be required for trainings.
* No supervisory responsibilities.
